Solutions Architect

Applied artificial intelligence, secure cloud infrastructure, and data strategy — built on a decade of economic and data analysis for matters before municipal government.

About

Judgment first.
Then the technology.

I am an economist by training and an architect by practice. Since 2016 I have worked, with one interval, with the Government Relations Group of Texas, supporting clients and the City of San Antonio with the analysis behind public decisions: economic studies, resource models, and proposals that went before the City Council.

That work shaped how I approach technology. The hard part is rarely the model. It is knowing which question is worth answering, what the answer will be used for, and who is accountable when it is wrong.

Today I design and deploy production AI systems with that discipline. Large language model platforms that orchestrate several providers behind one secure interface. Retrieval systems grounded in an organization's own records. Cloud infrastructure that a compliance officer can read as easily as an engineer. The goal is always the same: tools that are quiet, reliable, and defensible.

Practice

Areas of expertise

Applied AI & Language Models

Production systems built on OpenAI, Anthropic Claude, and Google Gemini, with Amazon Bedrock and self-hosted models for workloads that must remain on private infrastructure. Systems that answer from an organization's own documents and data, including graph databases that track relationships among entities.

Cloud Architecture & Security

AWS environments designed from the network up: isolated VPCs, access controls, encrypted storage, and observability and audit logging through CloudWatch, Config, and CloudTrail. Infrastructure as code, so every decision is written down and repeatable.

Data Engineering & Analytics

Enterprise data warehouses, serverless ETL on Glue and Athena, and reporting built for the people who make decisions. I have cut compute and storage costs by double digits by structuring data correctly before any model was introduced.

Economic & Policy Analysis

A municipal fee study, resource-allocation models, and the economic research behind public decisions. Experienced in presenting findings to councils and boards, where clarity is the standard.

Experience

Professional history

  1. Solutions Architect

    • Architect and deploy production-grade LLM solutions across OpenAI, Claude, and Gemini, with Bedrock and Ollama providing multi-model orchestration for client-facing applications.
    • Built secure, containerized inference pipelines for quantized open models inside isolated VPCs.
    • Engineered retrieval-augmented and GraphRAG pipelines with Neo4j for contextual reasoning and entity tracking.
    • Developed and maintained ETL pipelines on AWS Glue and Athena, converting S3 data to Parquet and reducing compute and storage costs by 12%.
    • Designed RESTful APIs and secure back-end infrastructure using Lambda, EC2, S3, IAM, WAF, and CloudFront.
    • Provisioned infrastructure with CloudFormation, including full VPC design, and established observability and compliance through CloudWatch, Config, and CloudTrail.
  2. Data Scientist

    • Developed ensemble models for client resource allocation, improving operational efficiency by 17% and delivering 7% in cost savings.
    • Translated modeling outputs into actionable guidance that directly informed city policy decisions.
    • Optimized preprocessing pipelines in Python, reducing feature-engineering time by 15%.
  3. Data Analyst

    • Designed data schemas supporting the transition to an enterprise data warehouse, consolidating relational databases from multiple sources.
    • Built Power BI reporting on star-schema models with advanced DAX and row-level security.
    • Automated business processes and report distribution with Power Automate for internal and external stakeholders.
  4. Data Analyst

    • Led on-site analysis and data gathering supporting city project proposals, including the Salado Creek Park extension.
    • Delivered reporting and presentations to the City of San Antonio City Council and Board Commission.
    • Conducted economic research and analysis for the City of San Antonio Tow Fee Study, contributing to a successful policy revision.
  5. Graduate Research Assistant, Department of Statistics

    • Transitioned a full semester statistics course from SAS to R, rewriting lessons, examinations, and all supporting materials.
